New Used Car Dealer Class 2 License, Xeluxe AutoGroup, 20 Cummings Street – Recommended 3-0

The committee recommended approval of a Class 2 used car dealer license for Xeluxe AutoGroup at 20 Cummings Street, with 0 vehicles inside and up to 45 vehicles outside. Hours would be Monday–Friday 8AM–6PM, Saturday 8AM–2PM, and closed Sundays.

The applicant, Alan, explained that he started a car rental business at the same location in April 2024 while in college and is now looking to add a dealership operation. The business currently has 93 rental vehicles, but because they are frequently out on rentals, the lot is never full. The 45-vehicle outdoor allocation would primarily cover dealership inventory. He noted the two businesses complement each other, as rental customers sometimes want to purchase the vehicle they rented.

Councilor Wheeler asked whether the vehicles are parked on the applicant's own lot rather than on the street; Alan confirmed they are entirely on-site. Chair Hardt asked about any complaints from neighbors or customers, and Alan said there have been none, adding that the business is rated number one in New England on the Turo car-sharing platform.

No members of the public spoke during the public hearing. Chair Hardt reminded the applicant that the license still requires full council approval and the mayor's signature.
